Significant Limited Intellectual Capacity

"A child with a significant limited intellectual capacity shall have reduced general intellectual functioning, which prevents the child from receiving reasonable benefit from general education. Reduced general intellectual capacity shall mean limited functioning or ability which usually originates in the developmental period and exists concurrently with impairment in adaptive behavior."
